1. Short title.
Ordinance may be cited as the Pyramid Selling Prohibition
Ordinance.
2. Interpretation.
his Ordinance, unless the context otherwise requires--

3. Offence of promoting a pyramid selling scheme.

4. Liability of directors, partners etc.
Where an offence under this Ordinance has been committed by a
body

in the case of a member of a body unincorporate, was a
partner or

Where any person referred to in subsection (1) is charged

that
offence was committed without his consent or connivance and

5. Power to award compensation.
Notwithstanding any provision in any other Ordinance, where a

各县、区人民政府,市政府各部门、各直属单位:
为进一步强化全市政务信息工作,使信息考评办法更加科学、合理、完善,经市政府领导同意,现将《蚌埠市政务信息工作考核评比暂行办法》印发给你们,请认真组织实施。

蚌埠市政务信息工作考核评比暂行办法
一、为进一步加强政务信息工作,完善考核标准,提高政府系统信息工作服务水平,特制定本办法。
二、考评坚持公开、公平、公正的原则,注重工作实绩,突出信息质量。
三、考评范围
各县区政府办公室;市政府各部门、各直属机构。
四、考评项目
1.全市政务信息工作先进集体;
2.全市政务信息工作先进个人和优秀组织者;
3.优秀信息。
五、考评内容
1.上报市政府办公室被采用的信息;
2.上报国办、省办被采用的信息。
六、考评条件
(一)全市政务信息工作先进集体
1.领导重视信息工作,将信息工作纳入本单位工作总体目标,
信息采用量、被批示件较多,得分名列全市政府系统前列;
2.信息工作制度健全,有完善的信息网络并正常开展活动,
信息工作人员落实,“三个服务”(为上级、本级和基层)工作做得比较突出;
3.报送信息真实、准确、及时、全面,无重大信息迟、错、漏报现象,认真督办领导批示的信息,及时反馈落实情况;
4.信息处理手段先进,传递迅速,信息工作人员有较好的计算机操作应用能力。
(二)全市政务信息工作先进个人
1.政治素质高,思想作风好,熟悉党的路线、方针、政策,有较高的理论水平;
2.热爱信息工作,业务能力强,熟练掌握业务知识及相关技能;
3.具有较强的事业心和责任感,主动服务意识强,信息收集、处理、报送及时有效,能圆满完成全年信息报送任务,信息采用率较高。
(三)全市政务信息工作优秀组织者
1.重视关心本部门信息工作,对工作有布置、提要求、常督查、抓落实;
2.能够认真落实并及时反馈市领导对重要信息批示的办理情况;
3.能正常组织开展信息网络活动,为信息工作提供良好的条件,所在单位连续两年被评为全市政务信息工作先进集体。
(四)优秀信息
1.及时、准确地反映全局性、倾向性的重要问题,产生较好的效用;
2.政策性、时效性、针对性强,为领导决策起到重要参考作用。
七、计分办法
1.被市政府信息载体采用的信息,每条2分;
2.被省办采用的信息,每条5分;
3.被国办采用的信息,每条10分(同条信息被不同级别信息载体采用,取最高得分值);
4.被评上优秀信息的,每条加10分;
5.被市、省和国务院领导批示的信息,每条分别加5分、10分和15分;
6.完成市政府办公室下达信息课题的,每条加5分;
7.完不成市政府办公室下达信息课题的,每条扣5分;
8.因工作失误造成重大信息迟、错、漏报和报送信息失实的,每条扣20分。
八、评比办法
(一)全市政务信息工作先进集体评选,实行县区和部门分类考评,以各单位报送信息采用得分减去扣除分作为先进集体评选的分值依据。县区确定前5名、部门确定前17名为先进集体。
(二)全市政务信息工作先进个人评选,依据本办法第六条第
二、三项规定标准,对获得全市政务信息工作先进集体的,原则上分配1名先进个人名额;对未获得先进集体, 但在信息工作中做出一定成绩的个人,也可依据条件适当分配先进个人名额;连续两年获全市政务信息工作先进集体,可推荐1 名政务信息工作优秀组织者。全市政务信息工作先进个人和优秀组织者先由所在单位推荐,再经市政府办公室审核后予以确定。
(三)每年从所采用信息中评选出优秀信息8条。
(四)考核评比工作每年进行一次,对获得全市政务信息工作先进集体、先进个人和优秀组织者,市政府办公室将予以通报表彰。
